Drawing on the Major Projects Leadership Academy curriculum, IPA assurance frameworks and Welsh Government's own programme practices, the course covers the disciplines that distinguish successfully-delivered public sector programmes from the ones that become Public Accounts Committee case studies. Designed for senior civil servants, Welsh public body leaders, and consultants advising HMG-style organisations.

Treasury Green Book five-case methodology, the Strategic Outline / Outline / Full Business Case progression, IPA gate review process, and the practical techniques for surviving the assurance regime without losing the will to deliver.

Stakeholder management when the most important stakeholders are ministers and the press; managing programme communications in an FOI environment; National Audit Office and Public Accounts Committee dynamics; and the leadership practices that maintain delivery momentum through ministerial change.
